Dear Mr. Minister

This is a really really long - folk rock style song in which state liability is considered.  Historically, the state was immune from lawsuit or liability, but that cannot be the future.  The state and its agents must be held responsible for their acts or omissions.  But, the problem is always where the blame should lay.
